Reverse has a cap and whip and says “Top Performers Of The Past 25 Years 1946-1971 - America's Greatest Jockey by 1971 "The Shoe" had spurred 6,223 horses to victory, won 538 Stake Races and 3 Kentucky Derbys”. These were produced by Citgo Oil in 1971, but I don’t think they were ever released as a promotion. There were 12 in the set titled The Top Performers Of The Past 25 Years 1946-1971 and Shoemaker represented horse racing.
