During the 52 years of the colonial period, the Belgian Congo was managed from Brussels, but with its army, the Force Publique, under the authority of a governor general. In 1908, the Chamber of Deputies accepted the will of Leopold II who donated the Congo Free State to Belgium and voted for its annexation a year before the king's death. From then on, it was officially in the name of Belgium, a sovereign state, that the troops stationed in the Belgian Congo were able to guarantee the integrity of the conquest. This annexation recognized by the great powers, the administration of the former Independent State was transformed into the Belgian administration which did everything to erase the image of Leopold II as having been a tyrant allowing the populations to be exploited by his men (not only Belgians, there are more than ten nationalities among the “colonials” of the time). When Belgium took over, article 2 of the Colonial Charter of October 18, 1908, voted by the Belgian parliament, prescribed that: “No one may be forced to work on behalf of and for the benefit of companies or individuals” . To erase the image of rubber and cut hands, the cultivation of cotton and oil palm was developed and the picking of wild rubber was replaced by the cultivation of rubber trees. The Congo Reform Association, the British association which was at the origin of the orchestrated campaign against the Congo Free State, decided to disband in 1913, while the Congo would develop its economy and its exports, going so far as to deliver 23,000 tons of cotton in 1932 and 127,000 in 1939.
