Born in Fresno, Phillips served in World War II and subsequently studied at the Turner Art Academy in San Francisco. Phillips became a well-known watercolorist of landscapes of San Francisco and Northern California. This watercolor, a rare view of the historic Pebble Beach Golf Course, is signed lower left.
