Early stamp seal Oregon Territory Official Seal marked "Pasquale" on back

Description: Antique heavy brass or bronze seal with the Latin phrase "ALIS VOLAT PROPRIIS" with woodcutting tools and pyramid under sun rising. The seal is very similar to Oregon Territory seal but not exact. I am not sure if this was an earlier version, or a seal / stamp for something totally different. The back is marked with the number 13, as well as the name Pasquale, which I am not sure if this is the engraver, or something else.
