The son of a Houston business and political leader, Taylor went to Washington in 1961 as special counsel to President Kennedy's Committee on Equal Employment Opportunities, headed by then Vice-President Johnson, became executive chairman of the committee. After Lyndon B. Johnson became President, he beckoned to Taylor, who has taken on the additional title of associate counsel to the President. His office is in the west wing of the White House.
